        At the end of my thesis I tried to make a report on the opportunities, programs and projects organized by the European Community about the Information Society, the electronic commerce and the approach of SMEs to these topics and of ICTs in general. In particular I noted the main points of the European policy on ICTs and the several official documents that made easier the growth of the Fifteen towards the Information Society. I emphasised the existence of some projects on the five Framework Programs of Research and Technological Development, moreover I studied deeply into some actions of particular interest on the advancement of SMEs to ICTs, such as 

and so on; I have also explained their importance and function, and what the five on-line servers of the European Community are:  with a short explanation of some structures like TEN-Telecom. Basically, the European Community believes it has to behave as a catalyst and to focus around herself a range of projects for the development of SMEs in a context of pure competition in the telecommunication field. The European Union has launched several programs, but the fear exists that very few persons know them and are able to make use of them. The problems and the solutions are always discussed within the Community, but since the results are published on the official servers (Internet) or in some specialistic reviews, they are often hardly found by the majority of people. But it has to be admitted that the several European Offices are always ready to give information free of charge to anyone who ask.
